It’s District Work Week, so again, no formal hearings/meetings are set on the Hill for Wednesday. But the 120th Congress is sure shaping up to look quite a bit different from the 119th. Yet another long-term incumbent was shown the door by voters on Tuesday evening, as Sen. John Cornyn (R-TX) was routed by Texas Attorney General Ken Paxton in that state’s GOP runoff for the Senate. Rep. Al Green (TX-09) won’t be returning next year either.

We had a handful of notable decisions from the courts on Tuesday, including:
- ↔️ In Thakur v. Trump (termination of grants), 9th Circuit Court of Appeals splits baby – AFFIRMS in part, REVERSES in part district court order granting preliminary injunction.
- ❌ In State of Washington v. DHS (denial of federal grants), Judge Barbara Rothstein (Western District of Washington) GRANTS plaintiffs’ motion for summary judgment, denies defendants’ cross-motion (as to APA claims).

The Supreme Court also issued its order list, which included some interesting twists. And the redistricting court battles continue apace.

Vice President JD Vance is slated to deliver the commencement address at the U.S. Air Force Academy on May 28.
President Trump is set to attend the G7 Summit in Évian-Les-Bains, France, in mid-June.
SCOTUS is expected to hand down decisions on Thursday.
MORNING MUSING
As noted above, incumbent Senator John Cornyn (R-TX) got shellacked in Tuesday’s run-off election in Texas. And it wasn’t because he was openly opposed to President Trump or the Republican agenda — Cornyn’s been a fairly reliable Republican vote during his tenure. In fact, even in endorsing Cornyn’s opponent, Texas AG Ken Paxton, President Trump kept his criticism of Cornyn mild (certainly by Trump standards), leading with, “John Cornyn is a good man, and I worked well with him.”
We’ve ripped the DNC (rightly) for its continued fumbling in relation to its 2024 “autopsy” report.

The GOP would do well to take note — and do the opposite of what the DNC has done with the information gleaned. What message are GOP voters sending to the party with their overwhelming support of Paxton in this runoff? From other recent races? Listen, learn, and channel that lesson directly into the midterms.
