National File has obtained a copy of a 2012 “information bulletin” sent from the office of then-California Attorney General Kamala Harris to law enforcement agencies all over the state, teaching them how to skirt federal immigration laws and allow criminal illegal aliens to stay in the United States indefinitely while evading federal authorities.
In the information bulletin from Attorney General Kamala Harris, dated December 4th, 2012, the California Department of Justice outlined the “responsibilities of law enforcement agencies under Secure Communities,” the federal program that places immigration detainers on known criminal illegal aliens who, if arrested by local law enforcement, are to be held until federal authorities arrive to take custody and begin the deportation process.
While Kamala Harris admitted in her information bulletin that “DHS implemented the Secure Communities program as a way to identify, detain, and remove from the United States unlawfully present immigrants who have been convicted of a crime and those who pose a threat to public safety,” she went on to advise sheriffs, police chiefs, and other members of California’s law enforcement leadership that “federal detainers are requests, not commands” and therefore, local law enforcement can “make their own determination” on whether or not to cooperate with them.
Harris reaffirmed her open-borders position at several points in the bulletin and concluded her directive by telling California law enforcement that “immigration detainer requests are not mandatory” and that local law enforcement may rebuke federal immigration detainers by claiming that it “does not present a risk to public safety” to release illegal aliens marked for deportation from their custody.
Far from being just a fax sent out to government employees only to never again be thought of, Kamala Harris’ bulletin on helping illegal aliens avoid deportation had deadly effects in California.
Among the heinous acts perpetrated against Americans as a result of the sanctuary cities Harris’ guidance helped create was the infamous 2015 murder of Kate Steinle, a 32-year-old woman from San Francisco.
Steinle was murdered by a 5-time deported illegal alien named Juan Francisco Lopez-Sanchez, who was only out on the streets because San Francisco officials followed Harris’ anti-deportation tactics to a T when they released Lopez-Sanchez (a multiple felon) from their custody in open defiance of an immigration detainer.

In the years since issuing the bulletin, Kamala Harris has much more than doubled-down on her open-borders ideology, and has even gone as far as to say that Barack Obama, who, before Joe Biden, was the most open-borders president in world history, was too tough on illegal aliens.
Under Harris’ watch as Joe Biden’s “Border Czar”, at least 10 million illegal aliens are estimated to have entered the United States, bringing the estimated illegal population to over 40 million.
Now, as the Democrat Party’s presidential nominee, giving illegal aliens amnesty, citizenship, and the right to vote in American elections forms a key plank of the Harris platform.
