Chapter 1 – The Backstory of RR Meeting El Apá  

This is the backstory of that famous meeting between El Doble R and El Apá.

The Leaks

The Guacamaya hacker group outlined Mexico’s six intelligence fusion centers. There are five regional centers and one central center. The cerfis and the cenfi, as they are known in the media, provide information to the security units in their anti-crime operations. The disclosed information allows us to understand their structure, capabilities, and the exchange between them.

The Fuel Theft Case
An investigation by the cerfi into one of the criminal rackets of the Jalisco Nueva Generación Cartel (CJNG). The hydrocálido case starts with monitoring a third-level operator of the organization. It led to one of the biggest fiascos of the Army in 2022, the failed attempt to arrest the leader of the Elite Group of the CJNG, Ricardo Ramsés Ruiz, El Doble R.

In January of 2022, the western cerfi began investigating an operator of the criminal group in Aguascalientes, alias Chiquis. The fusion center found him when he arrested his boss, then captured at home owned by Chiquis. They tapped Chiquis’s phone, and shortly after, they realized that he had started working with another CJNG operator, alias Locochón, third in command of the Elite Group. Chiquis, according to the cerfi, was part of Locochón’s circle of trust.

Military intelligence captured a conversation on May 5 in which  El Chiquis claims to have “total dominance of Guanajuato and have knocked down the bastard there.”
He also boasts of communicating with the “mere gentleman” in a possible reference to El Mencho. Alias “Chiquis” maintains criminal ties with El Doble R and Locochón, who even offered him a ranch for sale in Ixtlahuacán.
In the talks, it is seen that the Huachicoleros agree to the theft of fuel, although he does not specify with whom, despite this, they are sometimes intercepted by the authorities.


Locochón was in charge of transporting the group’s stolen fuel in Guanajuato, Michoacán, Chiapas, Tabasco, Veracruz, and Jalisco. He and his boss, El Chawis, the number two of the Elite Group, “have at least 20 armed people in Ixtlahuacán, where they spend most of their time,” the documents say, referring to a municipality in the Guadalajara metropolitan area. It was there, in Ixtlahuacán, where the Army unsuccessfully tried to arrest El Doble R on August 9.

The leaked documents collect several messages exchanged between Chiquis and characters from the underworld, most of them from May and June of 2022. There are references to the CJNG leader, Nemesio Oceguera, alias Mencho, and Double R. There are several conversations with Locochón with Chiquis, some intercepted days before the failed attempt to stop Double R. The documents identify homes and ranches belonging to Chiquis, Locochón and other characters in their circle.

In a message intercepted on August 9, “Chiquis asks Locochón if he knows what time the boys are going to meet.” Also that day, Chiquis tells another person from the Locochón circle that “the man,” supposedly El Doble R, has asked him to take two regional criminal leaders to talk to them. It is unclear which place they are referring to, but that Tuesday, August 9, the Army stormed a ranch in Ixtlahuacán. The Government explained the following day that the military surprised the drug traffickers in a meeting on the borders of Ixtlahuacán and Cuquío. The president, Andrés Manuel López Obrador, says the military arrived because of a meeting between two criminal gangs.

Also, on that day, August 10, messages intercepted from other characters in the circles of Chiquis and Locochón indicate “that Mr. Double R” was already “far from the danger zone.” One of the monitored characters says that “perhaps they took refuge in El Pitayo, at Toño’s house,” another member of Locochón’s circle of trust.

Chiquis told an unidentified interlocutor that he was already communicating with El Doble R, “leader of all of Michoacán.” He comments that he already has the Pearl (possibly Jalisco) and that he is getting involved “for Mexico” (CDMX). He already expressed that he was in “total control of Guanajuato since he knocked down the most bastard there” and that he had communication with the “mere lord.”

Chiquis maintains unspecified criminal activities in which he does not involve his CJNG partners because he asks Antonio if they are going to do something that day, to which he replies that he is already coordinating it and “brings a good pull down.” Still, he asks him to speak about it in person and not say anything to Locochón since he tells Chawis, “and it’s as if they told El Doble R.

Chiquis complained to Antonio that “they stuck some pipes in Guanajuato and took some boys,” possibly detained by the Specialized Prosecutor’s Office for Organized Crime Investigation (SEIDO). Chiquis complains that this happened even though they already had everything fixed.

He told a man identified as Antonio that Locochón offered him a ranch in Ixtlahuacán but that he will review how much money he could pay up front and “give him the rest in a month.” Antonio asks him to check the papers since it is an ejido.

Chiquis spoke with a man identified as Chito, to whom he told that he had been working with “the neighbor’s people (El Doble R), and they began to swallow coke and beer.” He said that Locochón will travel to Monterrey and details that he is in charge of the diesel and gasoline for El Doble R, which he extracts from Guanajuato, Coahuila, Monterrey, Tabasco, and other places and sells for 15 pesos per liter.

In other conversations captured during June, Chiquis spoke with Don Tony about a drug shipment, photos that he will later show him since he has them in the Signal instant messaging application.
