On Tuesday, the U.S. Department of Justice unsealed a 94-page indictment against 15 members of the Minneapolis-based Antifa group “Direct Action Minnesota” (DAMN). Originally filed under seal on June 11, the indictment describes a detailed conspiracy to coordinate, obstruct, and carry out violent acts against DHS and ICE employees to prevent them from carrying out their sworn duties.

All fifteen members of DAMN are charged with conspiracy to impede or injure a federal officer. Four members of the group are facing additional charges. William Morgan is charged with assault on a federal officer, interstate stalking, and destruction of government property. Kyle Wagner faces charges of solicitation to commit a crime of violence and interstate threats. Natasha Rakotz is charged with assault on a federal officer, and Isaac Auman Sant is charged with interstate stalking.

The media like to describe Antifa as a loose defensive movement that is not responsible for widespread violence. In contrast, the indictment details the structured planning that took place to organize violent protests in front of the Bishop Henry Whipple Federal Building on January 14, 23, and March 1, 2026. The indictment describes DAMN as a group that is dedicated and committed to forcibly challenging, blocking, or stopping immigration raids via “militant class struggle, community self-defense, and revolution.”

The indictment reveals how sophisticated DAMN’s logistics were. They used deliberate financial tactics to fund their activities. DAMN member Cameron Kennedy recommended opening a bank account at Trustone Financial “because it allows its customers to have multiple debit cards on one account which will connect to a payment service that connects to Open Collective. The person opening/using their bank account is kinda a de facto treasurer.”

The indictment cites DAMN member Isaac Auman Sant’s comments during an “Anarchist Speaking Tour” in Seattle. Sant openly boasted about the violent looting of federal vehicles on January 14. “Some kids like [to] rip open the glove box and start livestreaming on Instagram the sensitive documents that were inside. And we got the full names of like 10 ICE agents, and some operational details from Whipple from that.” Sant provided more details regarding the incident in a blog on Crimethinc, writing, “Demonstrators opened up the vehicles and found identity cards, paperwork, license plates, operational plans, tactical gear, and other items.”

DAMN members make use of a database containing the license plate numbers belonging to federal law enforcement vehicles. The database is hosted on the Whipple Watch Signal group chat and allows DAMN members to determine when a federal law enforcement vehicle was last seen, how many times it was seen, if it was by itself or part of a convoy, and what activities it was engaged in. The database also keeps track of whether the agents inside the vehicle are wearing tactical gear so that DAMN members are prepared when they attempt to stop the vehicle.

Sant describes the process as follows: “[My comrades and I]… go down to [the] Whipple building and hang out there all day and photograph every ICE vehicle that’s coming in and out.” Sant continued:

“We maintain a searchable database in conjunction with [a] data collection group called Defrost that’s publicly searchable on a website. Defrost is the list of every vehicle that we’ve ever seen ICE in. [It includes] make and model plates and [information about] where and how many times it’s been spotted. Now we maintain a second database that’s only current plates. We erase it at the end of every night and we refresh it the next morning. And “hot dishes” is just a database of [all] the active plates that left Whipple that day. So commuters can know [what] we have confirmed on the road at the moment. What we do is, I mean, we have a twofold motive of [getting] their plates and blasting those out to all the neighborhoods and also just like wasting their time and resources.”

DAMN members created “rapid response networks” that can mobilize quickly to make use of the information in the database. DAMN members follow federal agents in their own vehicles, utilizing two-man teams — a driver and a “co-pilot.” The co-pilot communicates with “dispatchers” in real time. The two-man teams work in relays, passing off the chase from one Antifa group to another. At an “Anarchist Speaking Tour” in Ann Arbor, Michigan, DAMN member Callum Robinet explained the purpose of relays as the “explicit aim of combating and stopping a federal agent with a gun.” In one such instance, Sant sent the following Signal message, “Alerta alerta: There’s an ICE raid in progress RIGHT NOW at 28th and Bloomington. Ford F150.” Sant provided the license plate number and continued, “three agents out of vehicle. I am not on scene. Get over there if you can!”

DAMN members used “hard” and “soft” blockades to impede law enforcement at the Whipple Federal Building on January 23 and March 1, 2026. The hard blockades utilized vehicles, trailers, and WWII Czech hedgehogs to close off streets to DHS and ICE agents. Soft blockades involved members who had been trained in the use of homemade shields to aggressively break through teams of officers on foot.

On the morning of the January 23 protest, Kyle Wagner posted a video to his Facebook account stating, “I’m on my way to Whipple with a bunch of gas masks with filters, get in my DMs, give me a salute. And let me know how to best get you taken care of. There’s more. I have everything I can fit in the car at the moment.”

During the protest, Cameron Kennedy used his truck to drive a trailer and flip it over using chains to block the street outside the Whipple Building. Later that day, Wagner posted, “We shut down both the back entrances and have them trapped one way in and one way out from that north entrance.”

The following day, Wagner posted the following: “If you’re seeing this video, we’re done with peaceful protests now. The gloves come off and ICE needs to get out. Run for the hills, boys.” The video continued: 

“We’re not talking about having polite conversations anymore. Sorry but welcome to America 2026 where the Second Amendment is the only thing that’s going to keep you f***ing protected from literal f***ing Nazi gunmen that are killing innocent people in the street with impunity. This is not a f***ing joke. There’s nothing fun to chant about it. Get your f***ing guns and stop these f***ing people.”

The indictment details numerous other acts of violence against federal agents. On May 15, 2026, DAMN member William Morgan approached an HSI agent and knocked his notes out of his hand. Morgan then kicked the government vehicle twice, denting it and causing over $1,000 in damage.

On June 6, 2026, Cameron Kennedy posted in a Signal chat, “those cars (leaving the Delaney Hall facility) need to be stopped by any means necessary. Blockades, tire spikes, bashing windows and disabling. Anything. When cars are used as a weapon, all bets are off.”

The indictment describes how on May 12, 2026, William Morgan followed an ICE agent from the Whipple Building to the area around the officer’s residence before being stopped by the Hudson police. In a separate incident, on May 18, 2026, Natasha Rakotz followed an ICE officer from the Whipple Building onto the interstate. Rakotz then positioned her car in front of the law enforcement vehicle and brake-checked the agent. When the agent swerved to get out of the way, Rakotz sideswiped the ICE vehicle, causing a collision.

Over the weekend, DHS agents conducted a coordinated arrest operation to apprehend twelve of the fifteen DAMN members listed in the indictment. One of the DAMN members had already been in custody prior to the sweep, and two DAMN members evaded arrest and are still at large.
